There's no indication that Congress or President Obama have any plans of turning the Monday after the Super Bowl into a national holiday. However, there is a petition on the White House's website calling for it. Just Google "Declare the Monday following the Super Bowl a national holiday."

So far, the petition has more than 10,000 signatures.  It needs to get to 100,000 by February 23rd to get an official response from the Obama administration.
